This book is one attempt to hedge against the tragedy of the commons. But, by itself, it's powerless. The rules of Netiquette can only work if they're adopted by a majority of the people in cyberspace -- if they become a community standard.

In The Network Observer of March 1994, Phil Agre discusses the need for community standards, as well as the need to promulgate them by telling stories. When someone does something really obnoxious on the net, tell your cyberspace friends about it. When someone does something really great, tell a story about that too. As the stories spread, so will the principles they embody. And as people come to understand and accept the principles, Netiquette will become second nature to them.
