If none of them has community support, you can try to ask them for
both, the question is mostly what do you want. Some good examples are
Level3 https://onestep.net/communities/as3356/ and Tinet
https://onestep.net/communities/as3257/ , but in the end the question
is what do you want to be able to do with inbound and outbound
communities and the upstreams can support that.

(for example, He.net only have a blackhole community, which they enable
only if you ask, and refuse to do anything else, probably because they
don't want to give anyone that much control over their routing).
